Maraget O'Brian mentioned that her costume from Meet Me in St.Louis was reused by Judy Garland's daughter in In the Good Old Summertime. Looking at the details on the collar and skirt, it does indeed appear to be the same dress, though obviously heavily altered for size. The skirt has very clearly been shortened at the waist and not the hem, lest the lovely detailing get lost.
